As part of the National Medium-Term Development Plan (RPJMN) 2019-2024 formulation, Directorate of Monitoring, Evaluation and Control of Sectoral Development of Ministry of Planning and National Development (Bappenas) of Indonesia held a Focus Group Discussion (FGD) on 19 March 2019, at The Hermitage Hotel, Jakarta. The FGD aims to provide input and evaluation of indicators impact, especially in the priority sector of RPJMN 2019-2024. The event was attended by participants from various institutions such as governments, NGOs and media.
The chairperson of PYC, Filda Yusgiantoro, Ph.D., was chosen to be one of the speakers at the event. She highlighted the energy-related issues in the RPJMN 2014-2018 and the recommendation for the formulation of RPJMN 2019-2024. Based on the RPJMN 2014-2019 midterm evaluation, she underlined several indicators that must be explicitly updated for energy sector. The first is the number of Floating Storage Regasification Unit (FSRU), Regasification Unit and LNG terminal. Eventhough the current target has been reached, some evaluations are still needed to optimize the utilization. The second is the importance of including the national energy reserve indicator in the document. She also mentioned the importance of energy security in national development indicators.
Another speaker was the representative of the University of Indonesia (UI), Teguh Dartanto, Ph.D., as the chairman of the Bachelor of Economics program. He delivered methods for evaluating the RPJMN indicators impact. Surveys based on the reliable scientific method should be conducted to evaluate the impact of the RPJMN. The evaluation itself must cover various aspects and interests such as economic impacts, social impacts and environmental impacts and other related impacts.
