Enhancing the Strategic Role of Regional Governments in Indonesia’s Energy Transition

In facing climate change and uncertainty in conventional energy supplies, Indonesia put emphasis on the importance of transitioning from fossil to renewable energy sources. Even though this is a national priority, the role of regional government is still limited, hampered by lack of decentralization in energy management and unsupportive regulations. This report explores the strategic role of the regional government in accelerating Indonesia’s energy transition, focusing on the specific challenges they face and recommendations for overcoming these challenges.

Using a qualitative methodology that includes FGD, interviews, field visits, and literature studies, this research identifies several main challenges. These include a lack of autonomy in energy decision-making, a shortage of skilled human resources, and ineffective coordination between government agencies. Indonesia’s diverse geographical conditions and topography also add complexity, requiring strategies tailored to specific local energy needs.

From the results of the analysis, this report provides structured recommendations in three terms: short, medium, and long. Short-term recommendations include increasing human resource capacity through training, adding experts, and improving inter-institutional coordination for efficient project implementation. In the medium term, developing more inclusive energy strategies and integrating renewable energy plans into regional development planning are recommended. Long-term targets include forming policies that support investment and infrastructure for renewable energy as well as using the latest technology.

By adopting these recommendations, the regional government can play a key role in pushing Indonesia towards a more sustainable energy future and ensuring national energy security in the long term.
