GESI Mainstreaming Strategy for an Equitable Energy Transition in Indonesia

Indonesia’s commitment to sustainable development and climate action has been reflected in the Enhanced Nationally Determined Contribution (ENDC) 2022 and the target of Net Zero Emissions (NZE) by 2060 or sooner. To strengthen this commitment, the Just Energy Transition Partnership (JETP) was formed to support a fair and sustainable energy transition. One of the important aspects of a just energy transition is the integration of Gender Equality and Social Inclusion (GESI) principles. The mainstreaming of GESI aims to ensure that women and vulnerable groups can actively participate in the energy transition. However, its practical implementation still faces challenges, including unequal employment opportunities, limitations in decision-making processes, and restricted access to energy.

Using a qualitative methodology that includes focus group discussions (FGD), surveys, and literature studies, this research identifies several key challenges to GESI mainstreaming in Indonesia from the perspective of women and vulnerable groups as actors and beneficiaries of the energy transition, as well as from the government as policy makers. The report findings indicate that although various policies and regulations exist to support GESI mainstreaming, their implementation in the energy sector remains uncoordinated and inconsistent.

Based on the analysis, this report provides recommendations, including optimizing policies and regulations, collecting disaggregated data, access to technology for inclusion, access to financing, improving competencies, and encouraging participation. Moreover, these recommendations emphasize the importance of collaboration among stakeholders in implementing GESI mainstreaming in Indonesia.
