
The Focus Group Discussion (FGD) of the GRID Study (Governance Reform in Indonesia’s Electricity Development to Support Indonesia’s OECD Accession) was held on Thursday, 17 July 2025 at the Purnomo Yusgiantoro Center (PYC) Office. This study is a collaborative program between PYC and Pusat Studi Energi, Universitas Gadjah Mada, with the Coordinating Ministry for Economic Affairs as the beneficiary partner. The event was a continuation of the first FGD held in April, focusing on institutional model options for an electricity regulator, including a fully independent regulator, a semi-independent body, or a special unit within the government structure. The discussion was attended by representatives from the Coordinating Ministry for Economic Affairs, the Ministry of Finance, the Ministry of Energy and Mineral Resources, Bappenas, PT PLN (Persero), electricity associations, private energy companies, as well as experts who shared the same strategic perspectives.
The discussion was conducted interactively and constructively, generating valuable inputs on the key principles and functions of a regulator, challenges in institutional transition, and the relevance of international best practices for Indonesia. The FGD concluded with a shared recognition of the need for a regulator that is accountable, transparent, and free from conflicts of interest, while also able to foster a more competitive business climate. The inputs gathered will serve as the basis for the final GRID Study report, which will be presented in October. Another key objective of this study is to support Indonesia’s accession process to the OECD and strengthen the transformation of the electricity sector towards a more efficient, transparent, and competitive system.
