Prof. Purnomo Yusgiantoro, Ir. MSc. MA. Ph.D. delivered a General Lecture on Energy Sovereignty in Indonesia gearing Toward Industrial Revolution 4.0 (4.0 IR) in Lambung Mangkurat University (ULM) Banjarmasin.
Lambung Mangkurat University (ULM), located in Banjarmasin City, South Kalimantan Province, held a general lecture for Prof. Purnomo Yusgiantoro, Ir. MSc. MA. Ph.D. on 2 August 2018. Located in the 1st Floor Hall of the ULM Rectorate Building in Banjarmasin, the theme of the lecture is “Energy Sovereignty in Indonesia gearing Toward Industrial Revolution 4.0 (4.0 IR)”. There were 1,264 participants. Also, there were Chairman of the ULM Senate Board Prof. Dr. Ir. H. Gusti Muhammad Hatta MS, Rector of ULM Prof. Dr. H. Sutarto Hadi M.Sc., Chairman of the Honorary Board of the Indonesian Rector Forum (FRI) Prof. Rochmat Wahab, Head of the Mineral and Coal Technology Research and Development Center of the Ministry of Energy and Mineral Resources of the Republic of Indonesia Drs. Hermansyah, M.Si, Vice Rector, Dean, Chairman of the institute and students from ULM and other universities in South Kalimantan province.
This general lecture was opened directly by Rector of ULM Banjarmasin who was also the Vice Chairman of FRI, Prof. Dr. H Sutarto Hadi, MSc. He explained that the FRI had several Working Groups. This activity was one of the FRI Working Groups dealt specifically with energy security. For this Working Group, ULM was appointed as the coordinator. According to him, ULM was given the trust by the FRI to develop a concept of energy security. The concept would be immediately conveyed to the President of the Republic of Indonesia, for future development.
The Rector confirmed that the most suitable and competent expert was Prof. Purnomo Yusgiantoro, Ir. MSc. MA. Ph.D. because he was Minister of Energy and Mineral Resources of the Republic of Indonesia for two presidential periods, and also served as Minister of Defense of the Republic of Indonesia. Today’s general lecture is held as a warm-up for future Focus Group Discussions (FGD)
In his lecture, Prof. Purnomo Yusgiantoro delivered three important points to be discussed; 1) the concept of energy sovereignty, 2) the history of the industrial revolution (IR) and 4.0 IR, and 3) the relationship between energy sovereignty and the 4.0 IR.
Referring to the first point, he said that the basic principle to protect energy sovereignty is to maintain the integrity of the Unitary Republic of Indonesia (NKRI) and maintain the safety of the nation. Indonesia’s sovereignty, as an archipelago country, is based on the UNCLOS 1982 regulation. Further, energy sovereignty is the right states and nations to independently determine energy management policies to achieve energy security and independence.
Referring to the second point, Prof. Purnomo explained that the Industrial Revolution was a period between 1750 and 1850. This is the period when studies were generally conducted in the fields of agriculture, manufacturing, transportation and technology and also social, economic and cultural factors in the world. Increased energy consumption and population growth were also part of the industrial revolution. Until the 21st century, the Industrial Revolution experienced rapid development marked by the emergence of internet, cyberspace, supercomputers, smart robots, artificial intelligence, microchips, genetic engineering and neuro-technology. The period is called Industrial Revolution 4.0 (4.0 IR).
In the third point, there is a strong relationship between energy sovereignty and 4.0 IR. During this time, 4.0 IR resulted in a remarkable development, particularly in the fields of technology and environmentally friendly industrial-based. In the energy field, startups and concepts of emerging internet of things (IoT) facilitate the industrial chain and marketing of the energy sector. Collaboration between robots and information communication and technology (ICT) makes industrial acceleration move very fast, especially for the energy industry. Renewable energy can grow rapidly and hybrid system technology could become reality. Prof. Purnomo delivered a conclusion that energy sovereignty is very important for the globalization order, especially in the 4.0 IR. One way to keep the energy sovereignty at 4.0 IR is the right direction of policies. There are also keys to the game and success factos of energy sovereignty in Indonesia towards 4.0 IR and these include Legislation, Energy Security, Energy Management, Mastery of Domestic Component Levels, and Mastery of Energy Production Factors. The latter includes (a) Capital Investment, (b) Human Resources, (c) Technology, (d) Risk & Uncertainty.
