Background

Purnomo Yusgiantoro Center (PYC) is an independent think tank focusing on energy policy, energy security, and natural resource governance in Indonesia. Over the years, PYC has developed a substantial collection of knowledge assets, including research publications, databases, policy papers, training materials, and media archives.

These assets represent valuable institutional knowledge; however, they remain dispersed across various formats and repositories, limiting their effective use for research, analysis, and decision-making. In parallel, the rapidly evolving energy landscape requires timely access to information, integrated analysis, and continuous monitoring of emerging issues and public discourse.

To address these challenges, PYC intends to develop the PYC Integrated Knowledge & Intelligence System (PIKIS), an AI-enabled platform that integrates institutional knowledge, strengthens research capabilities, and supports media intelligence and strategic insights while maintaining data governance and institutional control.

Open Call For PIKIS Development and Implementation Partner

The PIKIS Development and Implementation Partner shall be responsible for the end-to-end design, development, implementation, and continuous improvement of the PIKIS system. The responsibilities include:

  • Collaborating closely with the PYC Team to refine requirements, validate system outputs, and ensure the system meets organizational needs and quality standards.
  • Designing the overall PIKIS system architecture, AI modules, and technical specifications in alignment with PYC’s strategic objectives and operational requirements.
  • Developing the Terms of Reference (TOR), implementation roadmap, and other technical documentation required for system development.
  • Building, integrating, testing, and deploying the PIKIS system, including AI functionalities, databases, user interfaces, and relevant system integrations.
  • Conducting quality assurance, performance monitoring, troubleshooting, and system optimization throughout the development and implementation phases.
  • Providing technical recommendations for future enhancements, scalability, security, and sustainability of the system.
  • Preparing technical documentation, user manuals, standard operating procedures (SOPs), and system maintenance guidelines.
  • Delivering knowledge transfer, training, and capacity-building activities to ensure effective system adoption and long-term management by the PYC Team.
  • Collaborating closely with the PYC Team to refine requirements, validate system outputs, and ensure the system meets organizational needs and quality standards.

Proposal Submission Requirements

Proposal must include:

  1. Executive Summary
  2. Understanding of PIKIS Requirements
  3. Proposed Technical Solution
  4. Methodology and Implementation Approach
  5. Work Plan, Timeline, and Deliverables
  6. Financial Proposal
  7. Company Profile, Relevant Experience, and Project Team
